This tubing is luminescent, which means that it glows in the dark. (as pictured)
During the daylight the hoop will be a pale green color, but will glow green, like the picture, in the dark.
The hoop must be "charged" by light to glow at night. This can be done using indoor or outdoor lighting 
OR a black light.
The glow is not permanent and will wear off, and fade.
